The full ring was an option. Most cars I've seen have the half ring.

The full ring horn "ring" consist of the ring and a separate cap which has the Plymouth symbol on it.

Well seeing as I'm sitting here doing nothing right now, I checked into your question on the web. Seems they came with both half and full rings. Just google 65 Belvedere and you'll get a ton of pics and vids. I guess it comes down to personal preference.
