No he can't attach a file that big size.
The link that is at the bottom of that mail goes to 
http://skydrive.live.com/... =  a video of a fellow flipping an off-road vehicle
not Barracuda parts. 

He can put a new link pointing to the correct video. 

Anyway, the parts are located in Delaware apparently. 

My 2 cents is he should give the parts to a Mopar vendor 
rather than toss 'em in the dumpster.
