Tuning Carter AFB? Should idle be 500 RPM?



Still struggling with tuning my 63 Polara 500, 383, 82,000 miles, 4
barrel Carter AFB (was a 2 barrel).

I replaced all the plugs and it's running much better.  Plugs were all
fouled evenly.  Points were replaced by electronic; not sure what.

I'm no great expert at tuning and I'm following the shop manual and
Internet info and such.  The vacuum gauge is pretty steady at 18,
which seems pretty good.

The shop manual says idle RPM should be 500.  Is this true?  I'm at
about 700 RPM.  I can't back off the idle screw any more or it's not
touching the idle cam.  If I lean down the idle mixture screws, I can
get down to about 500 RPM, but it's running rougher and my vacuum goes
down to about 12.  I would think you want as strong a vacuum reading
as you can get, true?  Is it realistic to have 500 RPM?  If so, maybe
the carb needs a rebuild, or something else?

I should be adjusting the curb idle before trying to adjust the timing, true?
