500 rpm is pretty slow -maybe if it is a stock cam.  650  should be ok
unless you have a cam that needs 700+rpm. to idle.  I am no carb
expert, but my thought is, your higher idle speed is getting the carb
above the idle circuit  and therefor the air mix screws are not
adjusting properly.  lower that rpm a little at a time and re- adjust
your air mix screws each time until you can get that RPM down  and
idle smooth.  Of course, their are several other things that could be
causing your problem...................................MO     BTW you
should not adjust your air screws to slow idle down, they are intended
to give you  the smoothest idle at your set throttle stop screw
