It's a Canadian car, so that explains it!
 
Thanks everyone...learn something new every day.
 
Just looking over the pix I got of it,  it's pretty rough (especially for the $$ he's asking), so my search continues!

Canadian-built Plymouth-sized Dodges used Plymouth instrument panels from 1940 through to 1961 and 1963 through to 1966.  The 1939 Dodge instrument panel was the Plymouth unit with the trim styled to look like the larger US-style Dodge.

For 1962 Canadian-built Plymouths and Dodge used the Dodge Dart panel, right down to the Fratzog. 

So that 1964 convertible with the round gauges is a Canadian Dodge Polara.  The upholstery should be like the Fury.
