What motor are you working on? When installing a main girdle on an RB it has eight long and two short studs. The two short ones go in the rear (near the rear main seal).
Perhaps you bought a main stud kit that came with a windage tray, not for a windage tray? In other words the kit is to replace all of the main bolts with studs, and in the process add a windage tray. (This would be as opposed to just adding a windage tray - if that's all you are after, wouldn't it be easier to buy one that attaches via the oil pan bolts?) I may be misinterpreting your post...
