Bill I had the exact same issue with my replacement tube in that it was too tight. I sanded on it  to thin it down but never got it to easily insert. I put a flaring tool insert into the tube to prevent the tip from flattening and carefully but persistently hammered it into place. I was not satisfied with the fit so that's when I J B Welded it in at the base just for good luck. I had cleaned the block hole thoroughly too. 

The timing chain should always be replaced. You don't want to have to take it apart again later. I used a NAPA #10-3028X which is a 3 piece adj-a-hex and cost me $51 a couple years ago. It is the Cloyes unit.

Ended up trashing a dead blow hammer trying to install it!!
