The way I would handle this if it were my car, in addition to going after the restoration contractor, is to seek a court order to have your local DMV issue a VIN to the car as a 65. You are not going to be able to (legally anyway) make a new VIN plate with the original factory VIN on it, no state allows that AFAIK, but you can get a state issued VIN and have the correct year associated to it with a court order. Each state has its own specific exact procedure for this and its own forms. I've successfully gotten court orders for two vehicles to get them titled to me when there was no way to do it using any Indiana BMV procedures. You could make an exhibit of photos for the court of different years of Barracudas and comparing to photos of your own car. Obvious differences between 65 and 66 not so obvious between 65 and 64 of course but there are things like the pushbutton shift v the floor shift. The information from the Chrysler Historical would be a bonus proof and your car does have a SON on it. They do require a copy of title and I don't recall if you said you have a title with the original VIN. Good luck I know it isn't quick or easy. Bill - the car is definitely a 65 but the VIN plate is a 66. This has been a nightmare. I can't legally drive it or sell it and the value has plummeted. Eventually the state may issue its own VIN to mist the car legal but that will again significantly affect value. The restorer obviously switched VIN plates for whatever reason (stolen car, junked, theft maybe) but the law in Maine where I live and NH where I bought it are not straightforward on this type of fraud.
