We had that problem with a 55 Buick at work. Had the speedo fixed by these guys:
https://www.speedoservice.com/They made us a new speedo cable. They said the new import cables are too flexible, and the constant wind-up and release causes speedo needle flutter. His cables worked great, and his price for repair and turn-around time were good to..Norm
