Jim’s advice is likey what’s going on, you just have the shoes in the wrong position. I’ve experienced same issue with cheaper big box auto parts store shoes before, while the width and diameter match up, look closely at the wheel cylinder and adjuster contact areas and compare to the shoes you removed. In my case the contact areas on the shoes were different, so I paid a little more and switched to NAPA shoes which worked out fine.

I’ve tried everything and they’ll only go on half way. I can see the area on the shoes that are rubbing on the drum. I might try a little sanding of that spot tomorrow.
