POR-15 makes a tank cleaner/sealer (http://www.porcan.com/restorationkits.html#AutoFuelTankRepairKit that I've heard works very well. I haven't personally used it, but have used their floorpan restoration kit with excellent results (and no new rust whatsoever!) and am quite pleased with the quality of their products.
