Just went through the same problem on my 59. In my case it was a matter of removing the light switch from the dashboard and cleaning the contacts between the spring loaded, donut shaped rheostat and the body of the switch where the panel light wire connects.I cleaned the contact surfaces with 600 grit paper and followed that with a shot of electrical contact cleaner.The lights are now as bright as can be and the dimmer works great.
