Engine miss at constant speed - Could it be the CARB?

After changing the points and checking the gap. I fired up the engine and it still will not run correctly at constant speed. At startup and Idle is fine . It will rev no problem. And I mean The SOB will rev of the dial if I wanted to. It revs hard and strong. Which I seam to think it cannot be electrical But I cannot hold constant revs. It misses, farts and runs irratically. Almost like its running out of fuel. Could the main jets be blocked on the carb I can see the 2 jets stream out in the throat when revved but maybe The main jets are not working. Could this be correct? It’s a 318 with 2 barrel carter Please help anybody
