Tim...I am going to make the assumption that you are speaking of deposits on the back side of the valves, visible from the intake ports with the manifold off. Couple of other assumptions are that when the engine was rebuilt that the drain holes were rodded out back in the block (ones at front and rear of the head), and that the block was cleaned. If this is the case, how are you doing your PCV setup, and also did you qualify your dipstick for actual quantity of oil in the pan. These deposits sound suspiciously like oil-based carbon, which can be caused by either loose valve guide clearances sucking oil down the guides, or pullover from a PCV system. Both could be assisted by higher than normal oil level in the pan. I would check these areas first. As for "white spots" on the valves, I would need more information and a picture to investigate that phenomena.
