Ownership History - New York State

I have been trying to figure out how, but have had no luck. I just assumed you would be able to give the DMV the VIN and they could tell you who had registered it. Guessing that is not correct. LOL! Please let me know if you have had any success with this. Cal In California, you need a good friend in law enforcement to do it. It's likely similar in NY.
