Cobbs # 130 Junior Auto Certificate Registration Steering Column Holder. $10. Very popular in the 1940s and 1950s. I estimate this one to be 30+ years old. (The new ones on ebay are $15 average. )

Many owners like to collect auto memorabilia and display it at home or in their car at car shows. Looking inside a car to see displayed on the seats, items from the past, enriches the car show experience. I often get complimented for the things from the past that I display on the seats of my car.
