You oughta just move over here to Confederate States of Eastern Washington 
and hopefully you won't have to deal with all that....I havent seen any of 
that stuff ( yet ! ) so Im hoping that maybe its a county by county thing. 
We don't have to deal with smog checks over here and in most places you can 
still park em as deep and wide as your driveway can hold, and more if your 
inclined to allow them in the yard.  I did the year of manufacture plates on 
my 62 last year, the one time fee and of course I NEVER will drive over the 
2500 miles per year limit ...not that they took a mileage figure or would 
ever care to check!  Besides, theyd have to pry the keys from my cold dead 
fingers to get to that point anyway.
