I believe that you do need to remove the headliner in order to remove the roof trim that holds them down.

 As you know, I own a 60 Crown 4 door HT. How difficult is it to fit these roof panel inserts? 
  I really like them a lot, allthough they are already high on the dollar at Ebay...

  They are made to fit a four door. I believe that the request was for a 
  Two Door, which requires longer panels. Also, these specific panels 
  will only work on '60 & '61. They could be made to work on '62, but 
  would require some skill, and the acquisition of a several more 
  expensive trim pieces. 1963 had a completely different roof line and 
  these will NOT fit that year.

  Hi: Someone on the list was looking for a pair of Stainless Steel 
  roof panel inserts. There is a pair for sale on E-bay for the 1961-63 
  Imperial. I'm not sure if those are the years he was looking for.
