dual exhaust and buzz

What year car is it?  In general, I have not noticed a
major difference in fuel consumption with the dual
exhausts.  If anything, it may go down as the motor
will be running more efficiently with a less
restrictive exhaust.  One thing I would do, to
preserve the quiet exhaust, is make sure they use
stock-type mufflers (the big ones) and not those turbo
deals.  Turbos are loud and, IMHO, have no place on an
Imperial.  An H pipe would probably help balance out
the sound, and give a bit of a power boost, too.

Could be a bad alternator, or bad wires.  Basically,
the headlights are loading up the alternator and
causing it to buzz.  A new alternator may fix the
problem, especially if you go with a slightly higher
current model.  Otherwise, you can install a capacitor
(at least 100uF, more if possible) across the power
and ground terminals of the radio.  The capacitor will
shunt the noise to ground.
