Dear Pondering,
If you had no tools, and this would be your first and perhaps last restoration, I think the cost of the tools should be included in the restoration costs. If at some future time you were to dispose of these same tools because of no present or future need, what you receive from this sale should be deducted from the total restoration cost.
If your car requires total restoration, I would recommend searching for the best car that you can find, then buy it. The advantage of this is that you more than likely will have a better car at less cost, plus you can start enjoying it at once.
Restoring a car is not for the faint of heart, as it requires much effort, time and money. Once started, and when a large amount of these things have been expended, a decision has to be made, stop and lose what you have invested, or continue until the bitter end, regardless of the cost.
