IML: "smoke" entering steering colum

I have a 67 Crown Convertible----Has anyone ever had"smoke" appearing to be coming through the "steering wheel"----Particularly when accelerating?

I am guessing it is the cap where you install the engine oil?

I.e. maybe some blow-by escaping?

Last year I had new rocker cover gaskets installed--they seem a bit "wet again"

Any one with suggestions as to why the "smoking steering wheel"?
