Yes, you must drop the steering column.
Also, if your voltage regulator is not working properly, the plastic on
alternator gauge will melt, causing it to "droop". Your gauge may not be
loose - it may have melted.
FYI: J.C. Whitney sells an electronic voltage regulator that looks like the
orginial mechnical one.
