IML: 90 IMP air to panal

hi all   I'm hoping to find some help. i have a 1990 IMP that the ac is out on, (prob no freon) thats not what I'm asking about. the air will not blow out the panel vents, will move from floor to defrost. if i push panel it just sorta blows some out floor. it has ACT    dose the comp not working have anything to do with the air not blowing out panel.  i have about half the bash out and can only find 3 vacuum motors most Chrysler i have had have 4  i can't find a manual that shows the system.  have about dash out all but pad and still dont see what looks to be not working
