You can soak the lifters in oil as long as you want, even if you take a pushrod and work the plunger in and out a few times, it will still need to pump up a bit when the engine starts and the oil pressure fills the lifter body.

There is nothing wrong with just taking out the distributor and pre oiling the lifters by priming pump method, since one ideally changes the cam and lifters at the same time, youre providing oil to all of the various moving parts in the engine and that includes the cam bearings as well.

Just starting the engine works too, presuming that the ignition timing and such are reasonably close to where they were when it was disassembled, it will start and run and while the lifters may clatter a bit till they fill up, no real harm is done.

I prefer method number 2, if I have to go to the trouble of taking that much time and effort then the little bit of cheap insurance to prime the engine is worth it to me. Id rather concentrate on breaking in the cam properly after the engine starts.
