I believe you are correct.  IMO, this is a very poor design that lends 
itself to being very unreliable and dangerous.  I'm VERY glad I retrofitted 
my 90 Imperial to vacuum assist power brakes.  I've had no trouble with the 
brakes since doing the conversion.  I documented my procedure on the web 
site if you need it for reference.  I am also available if you need 
assistance to convert your car.

Thanks for the Info, it is the Bosch system, and  I've even called Mr 
Chrysler but to no avail. No replacements and they didn't make very many of 
them. Probably because they don't work very well.
