The clutch is not the problem.  I would lay money that you have some oil and dirt buildup on the metal disk.  You get buildup there over time because that is where the speedo rests when it isn't running and it comes down from the spindle that holds it into place.  The reason it jumps at low speed is because that is where the oil is coming in contact with the spinning magnet, it then throws the speedometer because of the contact.  As you go faster the area of the metal disk moves away from the spinning magnet and the jumping goes away.  Just take it out and clean it well with wd-40.  Them magnet should be as close to the disk as you can get without touching it.  You can test it on the bench with a power drill and phillips head where the cable goes, (mine clocked at 20 mph exactly).  When you put it back into the car make sure you don't tighten the cable back in too tightly because if you do it will twist in two within a few miles, you will know when you screw it in to tightly because the jumping will continue no matter how fast you go, then snap and nothing.

Does anyone know how to adjust and calibrate a 61-63 ribbon speedo?
 
My unit has taken to wild fluctuations at low speeds. It seems like the rubber clutch is occasionaly losing contact with the metal disc on the roller and allowing it to rotate freely back and forth.
