There is also a coordinating switch under the dash that is to the right of the ash tray. This may be part of the problem.

By the way, there is a check valve built into the vacuum reserve tank. This keeps the washer from activating by itself during normal driving. Bypassing it results in bizarre behavior of the system.

I haven't rebuilt my Coordinated Windshield Washer, but I have had to repair it. The system is unique to 1960 and possibly 1961. 1962 & on is different. I have experienced a leaky vacuum reserve tank, split lines, and a worn out wiper activation switch. If you have replaced everything else, and have vacuum at the resevoir, then I suspect you may have a problem with the wiper switch in the car. Make sure it is hooked up properly. I have a vague memory of an error in the wiring diagrams concerning the hook ups and a pink wire to this switch. If the switch has been disconnected and/or replaced, keep this in mind. The memory is really vague, though, and I could be thinking of something else. You will be able to see everything if you pull the speedometer.
 
The system is made so that anytime water goes through the lines and squirts the windshield, the wipers automatically come on to remove it and park after a couple of swipes. These days similar systems are usually electronically controlled. This one is mechanical, and quite innovative. It may have been trouble prone, which may be why it was soon replaced with the conventional electric motor/water bag that showed up shortly after that. The ones on my cars had been fairly dependable, but gave trouble after sitting for an extended period.

Greetings everyone
  Has anyone ever rebuilt a 60 windshield washer unit?.
On my 60 Custom I cleaned out the reservoir and replaced all the vacuum lines and hoses .
I then blew air thru the lines to make sure they were no obstructions.
Still not even a dribble.
I don't get the car dirty enough to have to use my washers but the fact that the unit don't work really bugs me!
