IML: 73 Imp Fuel Gauge Woes

Hello All,
I have been slowly but surly getting rid of my
electrical gremlins in my '73. A new voltage regulator
in the instrument panel took care of my other guage
problems and the fuse blowing issues.
Cleaning the terminals on the low fuel relay now has
the correct pulsating 5 volts going to the fuel gauge
but now it pegs past full! I know I must have a short
to ground between the dash and the sending unit in the
tank, I just haven't got under the car yet to take a
look.
Has anyone else encountered this problem? If so, what
was the solution?
The archives on the web site point to a short to
ground but could it also be a bad sending unit?
