I think you're going to find a problem internally in the carburetor. An internal leak will do exactly what you're describing. Here is something to try (thought this is not the definitive end-all of testing): With it running at idle, remove the air cleaner and look down the throat of the carburetor. You should not see any gasoline dripping from the barrels down onto the throttle plates.
