If the good one is nice looking and not a repaired broken one, I'd go
for it. From then on, to use the horn, only press it at the spot on
either side where the cross piece meets the ring. Even though that is
the spot that breaks, on a good one, it is the best spot to activate
the horn. It is also close to your thumb if you hold the wheel on both
sides. Pressing the ring itself on the top or the bottom puts a lot of
stress on that "joint". Since it is all cast as one piece, I realize it
isn't an actual joint, hence the quotes.
On those 1961 through 1962 horn rings, I have found that lightly
pulling up from the bottom to activate the horn, rather than pressing
on it from the front is less likely to break it off, especially ones
that are already cracked but not yet broken. The crack is at the
mounting spot (square portion un the pad, four screws w/plastic
insulators) and not visible, sometimes there is still enough holding it
on that it will stay there as long as it isn't stressed further. If its
cracked, it will point inward rather than line up with the bottom of
the wheel. I usually drive my '62 with one hand under the ring and
ready to pull lightly if the need for the horn should arise.
In both cases, a light touch is sufficient to activate the horn, and
necessary to prevent damage.
