I have always thought that 1965 was the first year for the flanged axle
type. If so, someone who owed this car could have switched the rear end
to the newer style. If not, the State might have the correct tools.
More likely, they checked the brakes by determining the amount of
adjustment to tighten them up. If they linings are too low, I believe
the adjuster won't tighten the shoes.

Not for you, you lucky man. At a certain point - someone smarter than
me will probably inform us - Chrysler stopped using tapered axles and
removing the rear drum became much easier.
