While I do not have the magical cure to your problem, I can comment on my personal findings with my '67 Imperial heat riser.  (The heat riser discussion went back and forth a few weeks ago)

I have dual exhausts and can confirm the following (on my car) - looking at the heat riser from the passenger fender, turning it clockwise (top of riser forward) is open, turning it counter-clockwise (top of riser backward) is closed.  My heat riser IS missing the spring and possibly the counter weight but, I can confirm open and closed (with engine running) because of the VERY noticeable change in exhaust volume and noise out of the passenger side exhaust pipe.

Possibly your hard start when warm problem has to do with vapor lock?  The heat riser in the wrong position would certainly heat up the manifold and consequently the fuel supply.

Just some thoughts.
