I hate to beat this subject to death, but... About 10 years ago I tried to get updated registration on a black-plate car which had been off the books for just a few years, and they made me get new plates. I spent a month bickering with them and even went as far as contacting my state senator, and also got a personal response from the DMV director himself advising me that this was not possible. I too had the title, plates and most recent registration in hand. I was informed by the director that if I knew of any DMV employees "building titles" by re-issuing registration on expired black plates, they would be very interested to know about it because it was a violation of the rules. Maybe they have gotten more liberal in recent years. I sold that car and don't care anymore, but looks like I certainly got the shaft on that one!
