Thanks for posting this, Bob;
It is a small but important point (to some of us originality nuts) that this
addition to the laws actually dilutes the meaning of "an original black
plate California car" because now any car older than 69 can have black
plates, even if it came from Chicago!
Starting now, it is important for those of us with the original,
"grandfathered in" black plates on our 62 and later cars to keep a copy of
the original paperwork for the car which shows that exact plate number is
the one issued to the car when new.
I'm guessing that with this new provision, everyone who wants to pass off a
rust bucket as a "California car" will rush out and buy black CA plates on
eBay and hang them on it!

Assembly Bill 462 (Black Plate bill) was approved and signed by the
Governor on October 11, 2007 and filed with the Secretary of State on the
same day. This is a good win for the car hobbyist and I want to thank all
of our members and other car enthusiasts for their ongoing support and the
many letters, e-mails, and phone calls. It does make a difference when we
all work together to protect our hobby.
A special thanks goes out to Assemblyman Mike Villines and his staff for
their continued effort and for working with the hobby in sponsoring and
carrying this important bill.

AB 462, Villines. Vehicle: license plates.
Under existing law, an owner of a vehicle that is a 1962 or older
model-year vehicle may, under specified circumstances, utilize
license plates of this state with the date of year corresponding to
the model-year date when the vehicle was manufactured. A fee of $35
is required to be charged for the application for the use of these
special plates.
This bill instead would authorize this option for the owner of a
vehicle that is a 1969 or older model-year or the owner of a
commercial vehicle or pickup truck that is a 1972 or older
model-year. The bill would also increase the amount of the
application fee to $45.
The changes made by the bill would become operative on July 1,
2009.
