One of the seat belt vendors (sorry, forget which) has a kit to mount a shoulder belt. It requires welding in a solid anchor in the roof or "B" pillar, only an option if you are replacing a headliner.
The shoulder belt absorbs a lot of force in a crash. Cars with seat mounted belts (e.g. current Chrysler Sebring) get a substantially reinforced seat structure. 1960's seats won't do, you will just bend the frame and still hit the steering wheel!
BTW, someone is selling an original (?) set of 1959 seat belts on e-bay

I haven't done this (I confess I'm not much of a seat-belt wearer),
but it seems that if you could find a long-enough belt with a
floor-mount tensioner, you could attach it to the floor behind the seat
(somewhere near the base of the B-pillar or B-pillar stub) and have the
tab end come up over the back of the seat through a loop (kind of like
an epaulet on a shirt). I would think that'd look okay.
