All of my drum brake cars are made exactly as you describe, even the 
non-Chrysler ones. I have seen several "all drum" cars with a dual pot 
M/C added, and none of them used proportioning valves. Kenyon pretty 
much covered the "low down" on this issue in his post, including "all 
drum" cars that came from the factory with dual pot M/C. Dick B. must 
be on vacation.

I had a 66 Newport single pot master cylinder 4 wheel drum brakes and 
there was definitely no proportioning valve. There was simply a 4-way T 
with two lines to the front and a single line to the rear.

Proportioning was achieved by having different size wheel cylinders on 
the front vs. the back.

As to 4 wheel drum brakes with a dual reservoir master cylinder, I 
don't know if there was a proportioning valve.

I always thought that all cars had them, so
that the braking force was less on the back
wheels than on the fronts (so the rears don't
lock up first, due to weight distribution).

I could easily be wrong though; it wouldn't
be the first or last time I turn out to be a
jackass.
