IML: 90 Imperial ABS brake ?

Occasionally when I step on the brakes I hear a clicking noise (relay??) near the brake panel/under the steering column. I also hear the same noise every time I start the car up. When it happens while I'm driving though the anti-lock light comes on and stays on until I stop and start the car again. Does Anyone know what the clicking noise is? Thanks -Anthony
