Chris et al, I agree with Chris that officially this was the case, though I've seen different country distributors do very different things to cars. For example, Canadian build '67 and '68 Polaras and Monacos had an optional poly 318 or slant-six for all models, including coupes, where that was an absolute no-no in US order cars. A member of the WPC club Victoria chapter has a Windsor build '67 Monaco 500 coupe which lists a 318 right on the data plate. Wheels are another thing distributors or even dealers change with impunity. The "chrome styled road wheels" were never an option on the Imperial, only the New Yorker. Imperials did not have any wheel trim options after 1961 (until the 1981 models), and even on the pre-62 models the only difference was some extra dress-up for the wheel covers on LeBaron models.
