If there is such a thing as a Number One 1959 Imperial, I really don't think that having the wrong year engine is going to count. First, hardly anyone would know. Second, there really aren't very many Number One anything. Third, if it did make a difference, the engine could be re-stamped to match the number of the engine coming out, and it would make no difference to anyone.
In my opinion, the only true Number One car is one that is factory fresh, NEVER been used, and is in new condition. We have all seen what happens to such cars that have not been stored properly. Restorations always have flaws, one just needs to know where to look. Over restoration is a negative in my book. Most cars represented as Number One are truly Number Two or High Number Three. I personally prefer unrestored, well maintained cars that I can enjoy and not diminish their value at the same time.
Buy another engine and have it rebuilt. If you do make a Number One Car, it becomes a trailer queen, or it won't be that anymore after its been driven s few miles.

If you are only going for a strong 3 car then most buyers at that stage wouldn't care if the block was from the wrong year. Probably more would care if it had a 440 instead of a 413.
