Treating rusty metal

It has always been my opinion that regardless of what you use for rust
paint it is always a good idea to remove the scale down to bare metal. I
have heard much of P.O.R 15 and Corroless but has anyone tried coal tar
epoxy? A fellow that I know up the street is painting Land Rover frames with
this substance, he says that they use it on the hulls of bumper boats at the
pulp mill. This is under conditions of continuous bashing in salt water so
it would likely do a good job with rust proofing a car body. Perhaps P.O.R
15 is coal tar epoxy, anyone know?
Another substance that I have been meaning to try is marine enamel since I
happen to have a few cans of it. Marine enamel seems to be a good quality
paint which is designed to take a lot of abuse. It would undoubtedly have a
good resistance to water as well. I have also found some polyurethane paint
that might be worth a try.
