I think the horn grounding wire is the same one found on most cars, the one
from the steering column mounting hardware to the dash casting - you'll find
it under one of the bolts that hold up the steering column to the bottom of
the dash, usually the left side of the steering column, just about under the
speedometer. If this wire is missing or broken, it may cause a failure
your horn to toot. This grounding wire is not at all unusual, the writer
must have been looking for things to say.
You know, I assume, that the gray 67 belongs to our own Chris H. (the left
coast one). It is a beautiful car in the flesh also!
