[I wouldn't try that if I were you. Township and city
ordinances ARE enforceable and the vehicle can be
towed and destroyed if they want to bad enough. Laws
and ordinances aren't "busybodies". If it is in a
garage, or even behind a fence, it's a simple matter
for them to get a search warrant. I'm not saying they
necessarily will but they DO have the force of law
behind them.
