'81-'83 dash speed limit

Was there any reason for this speedometer reading limit?  Did the US government
somehow believe that restricting the spedometer maximum would make people go
slower?  Geez, you'd think the emissions controls the of the early 80's would
have practically done that!  Perhaps not with Imperials but definitely lesser
cars.
