If I recall (and I've only used it once), it's a 2-part epoxy made up of metal powder in a base and a fixer that is mixed with it at time of use. If properly mixed and the surface it is applied to is clean, it can do a respectable job of making repairs on metal. According to the manufacturer, it can be sanded, drilled and shaped and lasts indefinitely. What I used it for was to build up a broken surface and it worked. It's available at most automotive stores.
