The contacts are held apart by a sponge rubber material that deteriorates
over time and allows the contacts to touch all the time. You can take
some thin weather-strip and experiment a bit with where to place it to
keep the contacts apart. It is an easy repair. Remove the center
steering wheel decorative trim and remove one screw for each horn
button. You can then see what needs to be done.
