Front Seat Upholstery in 1961 Custom

The 1961 and 1962 New Yorker used a flat panel of
solid cloth that wrapped all the way up across the the
top of the driver's seatback.  All other areas of the
seat were biscuit tufted.  Doing something similar
with your Custom's seatback should not be a problem. 
At least another 40 years.
