Given the condition of the wiring that you described, it could be either. I
first would try cleaning the switch and other connections. Check around for
loose strands of wire which could give you trouble. Even if this works,
eventually you will have to bite the bullet and replace the wiring, at least
the ends that exposed and frayed.
