Bruce, Not to be insulting; but are you sure you have removed all of the bolts.? I've been in similar places before only to find I missed a hidden bolt. Its been along time since I've done any work on a 400 chrysler( 20 years)so I can't say if there more than four bolts on the water pump. But, The water pump should break free with little effort unless the last guy used shelac to glue it on. (not uncommon for 70's early 80's do it your selfers) I'd check for another bolt tho.
