This part is different between cars with A/C and without A/C. On cars equipped with A/C, the fan speed switch changes during those years. '60 through '63 it is a "pull out the temperature lever" affair. I don't know about '64, but in '65 the fan switch is a small toggle with three positions. I may be wrong, but I am thinking that the fan speed switch is built into the vacuum control on '60 through '63 A/C models.
