IML: 62 Steering Box will not come OFF

I have it lose!
The box will not let go of the steering column!
The collar is off.
Do I have to remove the internal parts of the column?
Where the collar was the outter column has a split about 3 inches long, it has some rust in there. 
I pulled and pulled and put some creaping KROL on it, can i twist this?
